Foreign Office to Messrs. Burroughs, Wellcome, and Co.

Gentlemen,

Foreign Office, April 17, 1906. WITH reference to the letter from this Department of the 25th November, 1905, I am directed by Secretary Sir Edward Grey to inform you that a despatch has been received from His Majesty's Minister at Peking on the subject of the importation by you of morphia into China.

Sir E. Satow states that, as the provisions of Article XI of the Commercial Treaty of 1902, which deals specially with the subject of morphia, have not yet been agreed to by all the other Treaty Powers, that Article is not yet in operation in the open ports in China. The importation of morphia being at present unrestricted, Sir E. Satow is unable to afford you any assistance other than that which is always extended by His Majesty's Consuls to British subjects in exercise of their Treaty rights.

I am to add that His Majesty's Government are suggesting to the Chinese Government the desirability of reducing the duty on morphia imported for medicinal purposes.
